HCS and TXHML Training Manual
The Texas Home Living (TxHmL) and Home and Community-based Services (HCS) programs are Medicaid waiver programs administered by the Texas Health and Human Services Commission (HHSC) with claims processing, authorizations, and oversight support provided by the Texas Medicaid & Healthcare Partnership (TMHP). These programs are designed to support individuals with intellectual and developmental disabilities in community-based settings through person-centered services that promote independence, safety, dignity, and inclusion. This training manual provides guidance on program requirements, staff and provider responsibilities, compliance with HHSC rules and Texas Administrative Code, accurate documentation and billing, protection of individual rights, and adherence to TMHP policies to ensure quality service delivery and audit readiness.
